Y2K Testing for the Market Operations Applications

NEEDS provided engineering services to design and implement Y2K test plans on CA-ISO Market Applications, using standards adopted by the CA-ISO. The works required learning the applications interfaces and identifying any Y2K discrepancies. The knowledge of NEEDS staff in power applications together with advanced Information Technologies allowed NEEDS to excel in fulfilling its responsibilities.

Due to his achievements, CA-ISO selected NEEDS Engineer to represent them at ABB in Santa Clara, California, during the testing of new applications to be commissioned in the market operations department.

High voltage Cable Link to Beirut Central District

Restructuring of the Lebanese Electric Power Sector (LEPS)

NEEDS hosted and supervised the work for the Robert Bosh Foundation of Germany on this project. The study involved detailed data gathering and processing from the Central Bank of Lebanon, the Ministry of Economy and Trade, the Ministry of Hydraulic and Electric Resources, the World Bank, the EU Commission in Lebanon, the Chamber of Commerce, the Lebanese Electric Power Utility and other involved parties. The work included a technical and financial analysis, detailed assessment of the utility operational and managerial parameters, calculations of the long-run and short-run marginal costs of electricity in Lebanon, and strategies for launching the restructuring and privatization process in Electricité du Liban.

NEEDS has conducted three consecutive studies in three major subjects: The use of chlorofluorocarbon (CFC) emitting materials by the Lebanese industry, the air pollution generated by the transport sector in the city of Beirut, and the effect of modern technologies on society and environment. The Studies were based on field survey, data collection, and data manipulation and analysis. Recommendations were provided to the government agencies to assist in the policy development, and to formulate relevant and standards and legislations.

NEEDS has proposed advisory consulting assistance to indicate the potential areas, funds, requirements and plans for the bank involvement in the Arab electricity market. The concept report incorporates the analysis of the power sector characteristics in the Arab countries, examination of the power sector reforms in reality, identification of the bank investment potential areas in all hierarchy of the utility structure, and the preparation of the short and long term plans for potential projects.
